The Internal Revenue Service (IRS) faced escalating cybersecurity threats targeting sensitive taxpayer data across its extensive portfolio of Enterprise-wide Tier 1 and Tier 2 application systems. With hundreds of relational databases, Oracle systems, and legacy datasets spread across multiple storage technologies, the challenge was to enforce consistent encryption and integration across the enterprise to safeguard data-at-rest. The program successfully enforced enterprise-wide data encryption across more than 600 IRS applications, including over 285 SQL servers, 200+ DB2 databases, 825+ VSAM files, and 350+ Oracle databases, protecting sensitive taxpayer information against emerging cybersecurity threats. The implemented encryption policies supported IRS compliance with advanced security architectures and minimized disruption during peak tax processing periods involving trillions in revenue and hundreds of millions of returns and refunds. Agile delivery and automation accelerated deployment cycles and improved operational efficiency, while rigorous risk management maintained on-time, on-budget progress despite complex dependencies.
